Misspelt and Misdirected
I checked the spelling of Wolseley, a neighbourhood in downtown Winnipeg, only to find the graffitist doesn't know where exactly he/she is asking this fatuous question.
No winners here I fear.

Tough Guys

One man's crime is another man's profit.
The tough guy on the left is probably a member of a drug cartel and is apparently free to do business as long as he stays within the boundaries of Vancouver's "downtowneastside". As well as selling drugs he will be involved in the abuse and drug addicting of very young girls who have landed in this hell zone often due to family abuse and lack of education. Many refer to these female persons as "prostitutes" or "hookers" but really they are sex slaves and no more than children with stuffed animals hanging off their bags. They do not actually work for money but for the drugs that anesthetize their misery. When they are arrested and thrown in jail their male clients go free while their cartel bosses wait for them on the street. They will be beaten when they return without drugs or cash and then this pattern will repeat. Reviled by everyone and unable to escape their penury, most will die young and desperate within a short period of time from the bad dates, dirty drugs and impossible living conditions on the street.
Meanwhile the tough guy on the right is focused on property crime. He will tell you we need more prisons - built by corporate interests for profit. He will ignore studies suggesting a comprehensive national daycare program would help raise up hungry and unsupervised children whose parents, many single, make up the working poor because he disapproves on moral grounds.
At least girls can look forward to careers with the drug trafficking, money-laundering, sex-enslaving cartels which also give boys opportunities in drug dealing and pimping.
Both the federal and civic police forces can be witnessed standing by and watching because in many cases as one cop told me, off the record,
"if our political bosses tell us to sit on our hands, we sit on our hands".

I lived over the intersection of Main and Hastings Streets for three and a half years and documented plenty of the above scenario. Eventually I was forced to walk away due to the stress and frustration of living amongst the most stricken citizens in our country. I am lucky - the young women in these pictures are not.
"Tough on Crime" is a bill of goods and yesterday a slim majority of Canadians bought into it at the polls. Today I am a Canadian who feels neither strong nor free.

Formerly Robson Square

Perhaps we will still refer to this public space as Robson Square but the signage on all corners says GE Plaza.
I was living in New York City in the 1980's when this same thing happened to Rockefeller Plaza after GE bought everything at the Center including NBC which resides in the complex's main building. Mostly everyone ignored the corporate name changes and refused to give GE any credit for the famous landmark in mid-town Manhattan. Our landmark, on the other hand, is discreet and human-sized and more easily overlooked. It was designed by Arthur Erickson as a public concourse leading into and away from the important public spaces of the Courthouse and the Vancouver Art Gallery.
Corporate sponsors come and go but civic landmarks, public spaces, and local awareness are precious commodities of a functioning, meaningful, and supportive urban environment. The current corporatization of British Columbia has been gaining momentum for at least a dozen years and shows no sign of letting up in spite of a recent high-profile resignation. Campbellization devours not only the resources and services of the public but also the good will. Possibly one's role, as a historian, is to remain vigilant of events riding so consistently below the radar of everyday city life as to be not generally noticed.

Campbellized

An umbrella camp has persisted at the back door of the former Contact Centre, for several months, while the space remains unrented: on the edge of the Portland Hotel Society's Roosevelt building in the alley behind the Carnegie Community Centre. It is uninhabited and swept clean today but could return at any time.
Regarding the resignation of Gordon "Gordo" Campbell from whatever it was he was doing; public governance, accountability, and confidence have ebbed along with social and cultural ethics. Could a scandal involving rivers, railways, and infidelity be close at hand? Cut and run baby and thanks for the memories!
UPDATE: While writing this post I witnessed actual sweeping. Coincidence or post hoc fallacy?

Parade Of Lost Souls 2010
If it looks a little dark in here it is due, perhaps, to cuts in cultural funding and the curtailing of ritual light and autumn fires. Public Dreams Society responded with their customary powers of transformation and fortitude; over 100 artists volunteered their creativity to this on-going neighbourhood event and the community showed up better dressed than ever.
